What it does to a board
Being outbid returns some or all of the previous payment. It lowers the risk of bidding and raises participation, but it also means the board’s reported total is not the board’s revenue — money has flowed back out.
Any reported total on a refundable board should be read as gross flow, not takings.
Boards are filed under this rule when their own copy matches a published phrase list. The matched phrase is printed in each board’s evidence ledger, so the classification can be checked rather than taken on faith.
