How this bidding rule works
Bids are routed to a cause rather than kept. The mechanic is identical; the destination is not. These boards are the hardest to verify in this census, because the claim that matters — that the money arrived — is not visible from outside.
Boards are filed under this rule when their own copy matches a published phrase list. The matched phrase is printed in each board’s evidence ledger, so the classification can be checked rather than taken on faith.
